Is "No New Spending" part of the debt ceiling negotiations - I heard of cuts & tax increases?

Actually that was similar to a policy of the Clinton administration and Obama has been trying to implement. Basically it involved that any item that has a cost, the bill would have to identify which program would have that amount deducted from it. So it would be a cash neutral bill. z
