Whose fault is it that American businesses hire illegal immigrants and reject American workers?

Its the Goverment's fault. If hiring an illegal carried a 10 year prison term, no one would hire them. Government has been influenced by private enterprise in its inaction. Multibillion dollar industries, such as construction and agriculture, require a steady influx of underpayed, unregulated workers to maintain high profit margins.
