In yahoo when get arabic message it seem rubish even some time when using arabic encoding?

in yahoo mail when i sent message to any one and wrote in arabic it seem rubbish for him,also when get arabic message from other some time i failed to fix even i used windows arabic encoding.are their any setting to yahoo option or computer to solve this issue.
